### Summary
The Northeast Ohio VA Healthcare System is recruiting for a Criminal Investigator. The Criminal Investigator will function in Police Service. The Criminal Investigator is a uniformed position with occasional undercover/ plain clothes work as determined by the Chief of Police Service or designee.

### Responsibilities
The duties of the Criminal Investigator include:
* Serving as the primary investigator for Police Service for Cleveland VA Medical Center, community based outpatient clinics and Nursing Home Care Unit(s).
* Employing a methodology consistent with established criminal investigative techniques.
* Making crime scene assessments and arrests or directing the arrest of persons who have violated federal or state law.
* Notifying the Deputy Chief or Chief of Police and/or local police of serious crimes and significant law enforcement actions taken.
* Cooperating and working with other federal and local law enforcement personnel involved in investigation and disposition of major crimes.
* Responding to reports of a crime or a crime in progress, conducting a crime scene assessment, and intervening to abort the potential use of a criminal weapon.
* Developing and using specialized investigative techniques, devices, and procedures.
* Dealing with emergency situations.
* Responding to reports of bomb threats, robbery, assault, serious disturbances, and serious crimes.
* Eliciting testimony, cross-examining witnesses, and providing evidence as required.
* Completing investigation of all crimes, both felony and misdemeanor, which cannot be resolved through the initial efforts of the reporting officer and preliminary investigation.
* Recognizing, collecting, and preserving physical evidence.
* Seeking out and questioning witnesses and suspects for their testimony.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/13/2018.
* Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
* Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. * All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

In addition to the qualification above you must also have:
* Specialized Experience/Education/Combination of Experience and Education
You may qualify based on your experience and/or education as described below:
* **Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing investigative work to obtain information, gather evidence, or verify facts; enforcing laws, regulations, polices, and standards; questioning, interviewing, or conferring with others to obtain or verify information; observing individuals, activities, or operations to obtain or verify information; composing correspondence or other written work such as memorandums, documents, forms, or routine reports; and contacting others orally to obtain information. **OR,**
* **Education:** Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or two full years of progressively higher level graduate education. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full time study. **OR,**
* **Combination:** Applicants may also combine education and experience to qualify at this level. You must possess a combination of experience and education as described above. Only graduate education in excess of the amount required for the GS-7 level (1 year) may be used to qualify. For example, the position to be filled is a Criminal Investigator GS-1811-9. You have 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. You meet 50 percent of the required experience but none of the required education, since you do not have any graduate education beyond the GS-7. Therefore, you meet only 50 percent of the total requirement and are not qualified for the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of this position is exacting and responsible, and involve activities under tying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
