### Summary
The Northeast Ohio VA Healthcare System is recruiting for a Program Analyst. The Program Analyst will function in Surgical Service. The position has responsibility for all data collection and timely process for service which includes routine clinical and Operating Room (OR) performance data as well as maintaining specialized data sets for quality improvement projects and information systems analysis.
**Work Schedule:**Monday - Friday, 7:00 a.m. - 3:30 p.m. or 7:30 a.m. - 4 :00 p.m. or 8:00 a.m. - 4:30 p.m.

### Responsibilities
* Meeting with section chiefs to determine appropriate mapping and RVU's
* Helping with the development of data collections to maximize efficiency and accuracy
* Performing both routine and complex administrative and miscellaneous data analysis assignments
* Analyzing management techniques, processes, and styles for improving organizational effectiveness
* Utilizing statistical process control techniques and data collection valadation
* Attending routine meetings of various management and performance improvement committees which includes VERA, IMC, DSS and VISN 10
* Functioning as the subject-matter expert (SME) in the following areas: Physician Productivity, VSSC, DSS, Excel, Vista Surgical Package, and other MS programs
* Developing evaluative mechanisms to measure physician productivity
* Providing quantitative and qualitative analytical techniques to evaluate the effectiveness of programs in meeting goals, measures and objectives
* Making recommendations directly to Chief of Staff and Chief of Surgery based upon the analysis performed at management and business meetings

### Qualifications
To qualify for this position, all applicants must meet all requirements within 15 calendar days of the closing date listed on the announcement.
* **Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
* Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. * All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

You may qualify based on your experience and/or education as described below:
* **Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: gathering information, entering data, and formulating letters, reports or other documents; preparing data for special reports and presentations; analyzing data pertinent to specific assignments or issues to assess program development or execution and making suggestions to upper management; analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives; identifying needs or problems and determining corrective action; and assisting with development of policies and procedures.
**OR,**
* **Education:** Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree in Business or a field related to the work of the position, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. (Transcripts must be submitted). **OR,**
* **Combination:** Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first-year graduate level education. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
You will be rated on the following Competencies for this position:
* Knowledge of the programs, functions, and requirements of the specialty clinics and Operating Room (OR)
* Skill in using a wide range of database systems and software applications including Physician Productivity Cube and other analytical programs
* Knowledge of Microsoft Office programs including Word, PowerPoint, and Excel
* Knowledge of data management and database creation
* Knowledge of equipment purchasing and equipment contracts
* Customer Service Skills
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The work is mostly sedentary; however, some walking, standing, bending, and carrying lightweight items are required. Some travel is involved to other clinics and other VISN 10 or VHACLE Network meetings.
